1. Title
The name of the league is THE ESSEX SUNDAY LEAGUE (hereinafter called 'the
League'). Membership is by invitation only. |
2. Aims and Objectives
To seek an improvement in preservation of Sunday Cricket;
enhance contact between clubs from different Saturday leagues; assist in the
improvement of the playing conditions and facilities; and develop youth cricket
in the county.
The League will organise and control annual competitions between properly
constituted cricket clubs in Essex. The nature of any competition and the
allocation will be decided by the Executive Committee. The respective clubs
must provide a standard of cricket, discipline, administration and
facilities satisfactory to the Committee. |
3. Eligibility for Membership
Clubs will be eligible for Membership if they are affiliated to the England and Wales
Cricket Board, Essex County Cricket Board and Club Cricket Conference; and
possess (or by January 2003) a permanent use of a high quality square and
outfield, two sightscreens, a scorebox, permanent use of a pavilion with good
and large changing facilities (incl. showers), use of bar and an active youth
policy. Clubs having qualified umpires available to join the League Umpire's
Panel will be advantaged. |
4. Election to Membership
Following an invitation from the League Executive Committee,
applications for League membership must be received in writing by 1st
September of the preceding year. Election to membership will be by a
two-thirds majority vote of member clubs attending the meeting. |
5. Management
Management of the League is to be vested in a Committee consisting of
Officers and a representative from the sponsor. |
6. Officers
The eight officers of the League are Chair, General Secretary,
Treasurer, Fixtures & Results Secretary, Umpires Secretary, Umpires
Co-ordinator, Match Manager and Social Secretary. |
7. Auditor
An Auditor will be appointed at the AGM. |
8. Function of the Committee
(a) Meeting of the Committee will be held as necessary, at least seven
days notice will be given.
(b) A quorum is three.
(c) The Committee is responsible for the efficient running of the League and
will control finances.
(d) The Committee has the power to appoint Sub-Committees as necessary.
(e) Co-option from any member club or sponsor until the AGM.
(f) The Committee will referee any disputes. |
9. The General Meeting
(The) General Meeting will be held on the last Sunday in October. The
Committee's report and statement of accounts will be presented at this
meeting. A special General Meeting may be convened by the General Secretary
within 21 days of receipt of a written request signed by not less than six
member clubs. Fourteen days notice in writing will be given by the General
Secretary of any General Meeting; this notice will be accompanied by an
agenda. Each member club will send representation to the General Meeting but
only one representative will be entitles to vote. |
10. Financial Year
The financial year will end on 30th September. |
11. Subscriptions
Subscriptions will be due on 31st January. An initial joining fee of £50
per club/side and the annual subscription will be determined at the AGM. any
club wishing to withdraw from the League must inform the General Secretary
in writing prior to 31st March of the preceding year. Failure to notify may
result in a penalty determined by the Committee. |
12. Membership of the League signified
acceptance of the Constitution and Match Rules.
The Constitution and Match Rules will be distributed annually to member
clubs (via the League Handbook). No amendment will be made to the
Constitution and Match Rules or list of constituent members except at a
General Meeting. any proposal for an alteration to the Constitution and
Match Rules or list of constituent clubs must be notified to the General
Secretary, 28 days prior to the date of the meeting and will be included on
the agenda for that meeting and will be effected by a two-thirds majority of
Member Clubs present and entitled to vote. |
13. Discipline
All disciplinary matters in any way connected with the League or the
conduct of matches or tournaments played under the auspices of the League
will be dealt with in accordance with the ECB's 'Code of Conduct' which will
be deemed to be incorporated within and form part of these Rules and which
will prevail over any of the League's Rules that may overlap or be in
conflict with the provisions of such Model Rules
Any club providing a poor disciplinary record in the ESL will be subject to
an expulsion vote at the AGM or Special General Meeting. |
14. Insurance
All clubs must be covered by public liability insurance. |
15. Players
Only those players who have paid annual subscriptions to their clubs are
eligible to play in the League. any player who has played four or more
league matches may not play for another club in ESL matches during the same
season. Transferring players must provide a letter from their original club
to the new club giving references as to the player's behaviour and
subscriptions etc.
Club can register more than one overseas player (giving at least seven days
prior to playing their first game) with the ESL using the ECB registration
form. However, only one registered overseas player may play for a club in
any one ESL league match. Failure to conform to these procedures could
result in an expulsion vote att an SGM or AGM |
16, Defaulting of League Fixtures
The defaulting of a league fixture will result in an immediate fine of
£100 to be paid to the ESL within 14 days (the league will pass on
reimbursements of 'out of pocket' costs to any innocent club where
appropriate). Non payment will result in automatic expulsion from the
league. Any club which defaults twice in the same season will incur a second
immediate fine and be immediately expelled from the League. |
17. Expulsion form the League
If any club is expelled from the League during the season, that club's
results (including all points gained against that club) will be expunged. |
18. Umpire and Scorer Recruitment
All ESL member clubs must make every effort to recruit, from their
membership, umpires to the ESL Umpires Panel; and a scorer for all their ESL
matches. |
19. Administration
All ESL member clubs are encouraged to assist the administration of the
League by providing two e-mail addresses which are serviceable throughout
the year. |
